Short answer: if you hold an EU/EEA/Swiss driving license, you do not need to do anything — your license is valid in Bulgaria indefinitely. If you hold a non-EU license from a Vienna Convention country (most major jurisdictions including US, Canada, Brazil, Serbia, Ukraine, UAE), you can exchange it for a Bulgarian license without taking a test, once you have been physically resident in Bulgaria for 6 months. If your license comes from a non-Vienna-Convention country, you must pass the full Bulgarian driving test. This guide walks through each path.
For EU / EEA / Swiss Citizens — Nothing Required
Under the EU mutual recognition rules for driving licenses, a valid EU/EEA/Swiss license is recognised in every EU Member State, including Bulgaria, for the full term of its validity.
- You can drive in Bulgaria on your home-country EU license as long as it remains valid.
- No exchange, no test, no registration at the Bulgarian police.
- Exchange is only required if the license is lost, stolen, damaged, or about to expire while you are resident in Bulgaria.
- Voluntary exchange is possible at any time if you prefer the Bulgarian credit-card-format license for local use.
Practical note: if your EU license is due to expire during your Bulgarian residency, apply for the Bulgarian exchange 2-3 months before expiry. Renewing a license from your home country while resident abroad is often impractical, and a Bulgarian license renewal is cheaper and easier once you are a Bulgarian resident.
For Non-EU Citizens — Vienna Convention Countries
The 1968 Vienna Convention on Road Traffic covers most major jurisdictions, including:
- United States (most states), Canada (most provinces), Brazil, Argentina, Chile
- Russia, Ukraine, Belarus, Moldova, Kazakhstan
- Turkey, UAE, Saudi Arabia, Israel, Iran
- Serbia, Bosnia, North Macedonia, Albania, Montenegro
- South Africa, Morocco, Tunisia
- Most EU accession candidates
Holders of a valid license from a Vienna Convention country can exchange the license for a Bulgarian license without taking a theory or practical driving test, provided:
- The foreign license is valid (not expired).
- The applicant has been physically resident in Bulgaria for at least 6 months before applying (counted from the date of issue of the Bulgarian residence permit).
- Documents are complete and medical fitness is confirmed.
UK holders post-Brexit: the UK is a Vienna Convention country, so UK drivers moving to Bulgaria from 2021+ exchange under the standard non-EU Vienna Convention process (6-month residency required, no test). UK licenses remain valid for driving in Bulgaria until they expire, but you should exchange within a reasonable period after establishing Bulgarian residency to avoid insurance and registration issues.
For Non-Vienna-Convention Countries — Full Test
If your license was issued by a country that is not a Vienna Convention signatory (certain Asian, African, and some Gulf jurisdictions), exchange is not available. You must:
- Enrol at a licensed Bulgarian driving school.
- Complete the theory course (typically 40 academic hours).
- Complete the practical course (typically 31 academic hours for Category B).
- Pass the Bulgarian theory test at a DAI (Държавна Автомобилна Инспекция) test centre.
- Pass the Bulgarian practical driving test.
Total cost for a full Category B license through a driving school is typically EUR 600-1,200 depending on city and school.
Documents for the KAT Exchange Application
- Bulgarian identity document: ID card (for Bulgarian nationals), permanent residence card (for non-EU residents), or EU residence document (for EU citizens registered with the Bulgarian Migration Directorate).
- Foreign driving license: original plus translated and notarised copy. English-language licenses generally do not require translation; licenses in other alphabets (Arabic, Cyrillic, Chinese) require certified Bulgarian translation.
- Medical fitness card: issued by a general practitioner or medical committee. The GP confirms vision, hearing, cardiovascular, and general fitness to drive. Typical cost EUR 20-40, valid 1-3 months from issue.
- Declaration: statement that you do not reside in another EU Member State and do not hold another valid EU driving license.
- Application form: completed at the KAT (Traffic Police) office.
- Passport photo: 1-2 photos to KAT specifications (sometimes taken at KAT).
- State fee: BGN 25 (~EUR 13) for drivers under 58, BGN 11 for 58-70, BGN 3 for disabled drivers.

- Smaller towns: typically routed through the regional Oblast KAT.
Appointments are now generally required — book online at mvr.bg or at the regional KAT's dedicated booking system.

Book Free Consultation →Common Mistakes
1. Applying too early (non-EU)
The 6-month Bulgarian residency requirement is counted from the date of issue of the residence permit, not from the day you moved. Applying before 6 months complete results in rejection and another appointment booking delay.
2. Expired medical card
The GP medical fitness card is valid for 1-3 months. If your appointment is delayed, the card may expire. Schedule the GP visit close to the KAT appointment.
3. Untranslated license
Licenses in non-Latin alphabet (Cyrillic, Arabic, Chinese) must be translated and notarised. KAT refuses undocumented foreign licenses.
4. Driving without exchange as a long-term resident
While technically allowed on a valid foreign license, insurance companies and courts increasingly treat long-term Bulgarian residents driving on old foreign licenses with scepticism. Accidents become insurance-claim fights. Exchange within 12 months of residency.
5. Missing the Vienna Convention status check
Some applicants assume their country is in the Vienna Convention when it is not. Check the Convention signatory list (available on UN Treaty Collection website) before booking the KAT appointment.
